What’s new with the 49th Amendment?
IFRA AS A LANDMARK
The International Fragrance Association (IFRA), founded in 1973, represents the interests and is the voice of the fragrance industry worldwide. It promotes the safety and benefits of the fragrance industry’s products through stakeholder dialogue on a global basis.
IFRA 49th AMENDMENT
IFRA has published in January 2020 the 49th Amendment introducing many revisions and new standards. The industry has waited patiently for one of the most important changes in recent years, which IFRA has already announced. Many new updated data, new methods, new categories, new criteria and new products have been published to guarantee a safer use of scented products by consumers. Manufacturers and all parties directly and indirectly involved will be committed in the coming weeks to the full evaluation of the documentation published by IFRA and the implementation of their conformity assessment systems to comply with the new guidelines.WHAT'S NEW?
- 25 new standards.
- 214 total ingredients with specific restrictions or specifications.
- 100 existing standards have been implemented with new updated data.
- QRA2 (Quantitative Risk Assessment) is the new calculation method developed by a group of dermatologists, academics, industry and other stakeholders, based on statistical data on how the end user really uses the perfumed product in everyday life.
- 12 categories instead of 11 and new sub-categories have been introduced.
- New data regarding "aggregated exposure" takes into account the simultaneous use of several scented products
TIMELINE APPLICABLE SPECIFICALLY FOR THE 49th AMENDMENT
In view of the importance and specificity of the new amendment, a longer period within which it will be necessary to comply with the new provisions has exceptionally been provided for. The time criteria are specified below, as reported in table 2 of "Compliance timelines for Amendments" in document "Guidance for the use of IFRA Standards".
Standards prohibiting or restricting the use of ingredients
Date for Standards entering into force for new creations:
6 months after the completion of the information exchange across the supply chain period (which is 7 months after the Notification date). In total, this is 13 months after the date of the Notification.
Date for Standards entering into force for existing creations:
18 months after the completion of the information exchange across the supply chain period (which is 7 months after the Notification date). In total, this is 25 months after the date of the Notification.
Standards introducing a specification on the use of the fragrance ingredient
Date for Standards entering into force for new creations:
Exceptionally for the 49th Amendment there is no difference of timeline for Specification Standards. Therefore, the timeline for Specification Standards is also 13 months after the date of the letter of Notification.
Date for Standards entering into force for existing creations:
Exceptionally for the 49th Amendment there is no difference of timeline for Specification Standards. Therefore, the timeline for Specification Standards is also 25 months after the date of the letter of Notification.
